Mark Rosewater confirmed that Commander precons have a limit on new cards, but did not give its size. A reader asked Rosewater about the cap after spotting Seven of Nine, Tertiary Adjunct in both Federation Fleet and We Are the Borg, and asked whether Commander decks have a set allowance for new cards.

Wizards says each Star Trek deck has 32 new cards, or 128 new-card inclusions across the four lists. A comparison of the decklists identifies six repeated cards: Seven of Nine, Tertiary Adjunct (Federation Fleet and We Are the Borg); Korok, Liberated Rage (Klingon Fury and We Are the Borg); Ambassador K’Ehleyr (Federation Fleet and Klingon Fury); Merciful Mandate (Klingon Fury and Landing Party); Temporal Tribulation (Federation Fleet and Landing Party); and Shore Leave Planet (Landing Party and We Are the Borg). That leaves 122 distinct new cards, assuming those are the only overlaps.
